Reset, hands down. I don't want to remember my
tag has a padding of 12px.Also: normalize litters your code with too many declarations for my taste, it adds a lot of noise to the inspector.
When I started I only used Normalize, then I switched to using both, but nowadays I just use reset since it keeps me saner.
Keep in mind that the creator of Normalize answered the question, so it's definitely biased.
