This is interesting, definitely a unique but important thing to try tweaking. I think stripe does something like this with their typographic treatments.
The filter is a bit awkward on a very wide screen. I'd pin it closer to the content rather than the left edge. I'd also bound the nav within a max-width, but less important.
it's not really close in terms of functionality though.
As someone who hires people... I hate this sort of thing on a resume. Or any sort of chart. It's so subjective. What's the difference between a 6 and an 8? When do you become a "10" at something? This one at least does convey generally what sectors your experience is in, I'll give it that.
Def not a visual design tool, but this is something Axure excels at. Quite clunky until you get used to its quirks though.
Side question (i guess specifically aimed at US freelancers): what sort of business organization do you use and why? DBA/Sole Prop? LLC? S-Corp?
They have a huge team, high turnover, and they will relocate you to Amsterdam so they recruit/advertise jobs globally.
