Design v. art comes largely down to intention. Art has a very open ended goal of expression while design typically has a functional goal or application in mind.

For anyone looking for more on this conversation of "design versus art," I highly recommend reading Design as Art by Bruno Munari. It is an absolutely fantastic collection of his essays, talking about his work, the role of art in society, and the role of a designer. Definitely a top five book for the industry.
