If your friend needs someone local, here in the US, you could check with the AIGA association. They have local chapters, and usually the members are descent designers or studios. Or try to narrow your Google search to specific keywords in order to find a website that will talk about your subject and find studios or designers. Or 3rd option, use Behance and see through many portfolios things you like. It's hard to find designers who can do and are experienced, and available. I was looking forward to see some interesting websites and studios in this discussion but to be honest, I wouldn't send my design request to most of the studios here. Mostly because I wouldn't even realize that you design websites, it wasn't clear from your portfolios. I've seen many "epic" headlines but almost none of them told that I'm at the right place and I will find what I'm looking for there.
