I'm considering starting a small agency but focusing on international clients in the way that Hey Studio team (http:// heystudio.es) for example has undertaken so successfully.

How would you go about structuring a small new agency which is specifically focussed on overseas clients? Where might I focus to find quality client branding/graphic design jobs? My sense is that popular contracting sites like freelancer.com are not the answer.
