I think a more mature way to handle this would be to break it in a way that makes it look unintentional, so that the developer here can save face. Perhaps remove all other files from the server and replace index.html a 500 Internal Server Error, or even just a blank screen? That way the client is still forced to contact you so that it gets resolved, but it doesn't embarrass the developer because you have plausible deniability (i.e., you could say "Looks like something went wrong. If you had paid, maybe we could fix it...") That just seems like a classier way to deal with clients who won't cough up.

Man up, visit/call the client or if you have legal agreements, get a lawyer in to do the nitty gritty.

Seems like he might have messed up the clients Google Info as well.
