I'm looking for a tool to create an interactive tour of my web app.
I'd like to lead new users to perform actions (update picture, add description) in order to go to the next step.
As suggested in the other comments, there are plenty open source alternatives. But the thing is, building such a tool for extensive use is not that easy.
You could maybe check out Whatfix, which is a code-free solution to create interactive guided tours. It could help in quickly and easily creating walkthroughs for user onboarding and engagement.

I second this, I've had success using Zurb's Joyride before, although to me it almost always feels like cheating... Like is my UI so bad/complex that it warrants the use of a tour?
Probably not all users need or want a walkthrough but I see it more as a marketing technique to reduce churn. I feel sometimes once a user signs up they don't really know what is the next step to achieve what they want or they so they leave and might never return and therefore you can have a higher churn than if you help them get there. I think it deserves the same effort as the rest of the UI.
