I think there's no two ways about it - this is clearly an attempt at an investor driven 'shot in the arm' based on recent huge losses.
I would wager Doug Bowman is probably going to leave real soon now.
I thought Twitter's design team was packed with some of the worlds best designers? Something's not right here.
Yes, this is a improvement, but I don't think it's the right direction.
Looks a lot like how I'd image the outcome of having the worlds finest designers being ignored by a team of marketing stakeholders.
We don't know the context of the redesign. Maybe they were told to increase a certain metric, and this was the best way to do that.

I actually had that profile for what I observed as two hours, could have been longer, but now it's gone.
