Good option for seldom used desktop environments in the cloud?

As I run my VM's from an external hdd I'd rather have a couple of OS instances frozen somewhere in the cloud for testing purposes, but I'd probably only get to use them for a few hours a month, is there an optimal (meaning cheap) service that would cater to this?

There's Amazon WorkSpaces but they are priced by month and the set-up is not custom, and then there's Digital Ocean but Linux only and geared toward server apps.

I'm looking for something that I could fire up, play around a bit then hibernate until needed.

    I'm not sure if a fully understand what you are asking. Can you maybe install virtualbox to run multiple OS snapshots in a cloud either by paid 3rd party cloud space or hosting your own cloud?

      I don't want to host my own cloud, I'd like to have some snapshots in a commercial cloud, but I'd rather just pay when I use them, if that would be possible.
