I didn't realize all the variation that exists, but it makes sense now! My boss uses start case (capitalization of all words, regardless of the part of speech) and I tend to capitalize the first word, and all other words except for articles, prepositions, conjunctions, and forms of to be.
In general, I don't think it matters too much as long as there is some measure of consistency. Unfortunately, one of our taglines is "it's better in the...." and depending on who started the file, we capitalize it differently. He does "It's Better In The..." and I do "It's Better in the..."
