It’s setting ground work. Using a baseline for typography ensures consistency which will in turn always make for a better design.
I can’t see how ‘this kind of design by maths’ would result in a mediocre design.
It depends on context but anything that has content longer than a paragraph benefits.
It’s pretty much the reason why we can read and digest newspapers/books/magazines.
