Annotations are very necessary. Without them, I find a lot of times designs turn out ballparked - almost there - but not optimal.

To spec areas before clipping assets, I've used PNGExpress (though I do prefer CutAndSliceMe for actually cutting assets).

I then drop the annotated screenshot into Visio or Omnigraffle and add other annotations as needed.
