Hi there :) Try to hover over or inspect the "Explore Case", "Read more" or "Apply now" CTA's inside each of those areas with onclick events... You'll see that they are in fact href's. The bigger area simply forwards the click to this anchor tag. Reason for this is to get better SEO (which I'm guessing your critique was aimed on).
In short: Making the whole area an anchor tag doesn't make any sense in SEO or for a blind person. A CTA on the other hand...

My point is.. the UX. In your case you could just wrap box titles with anchors rather than making them clickable. An anchor provides more functionalities, like opening in new tab/window, copying the url, the :visited and :hover state.. you get it ;)
