But, personally, I find it horribly restrictive and stifling to design straight in the browser. It makes me think too much about code and how I will build something vs. how it should feel.
Visuals are an important part of how something feels, just as much as how it reacts. I find it more effective to work out visual exploration first and then move into the browser to flesh out interaction and details.
I think you can try to use products like http://convertifire.com, in order to design in the browser (if you want to change specific features and elements, not creating a new page / screen), but without any code.
